[ARCHIVED] Seasonal Digging Restrictions in City Roadways Begin

Starting October 31, 2025, the Watertown Street Division requests all contractors to discontinue digging in City roadways for the season due to the closure of the asphalt hot mix plant. Regular street patching and asphalt work will resume next spring when the plant reopens.

Only emergency work/projects that have received prior approval, like repairing a broken water or sewer line, will be allowed during the winter months. If a contractor has to dig in the street, they will be fully responsible for maintaining the trench, as well as required to gain a permit from the City. In some cases, the Street Superintendent may require contractors to place a temporary concrete patch to keep the road smooth and safe for drivers.

Residents may notice some temporary patches or construction areas that stay in place over winter. These will be repaired properly once warmer weather returns. If a project at your home or business requires digging in the roadway—such as a new utility connection—your contractor must obtain the proper permits and follow these seasonal rules.
