[ARCHIVED] Seasonal Sump Pump Variance

As temperatures drop and the ground freezes, residents who need to redirect sump pump discharge to the sanitary sewer must have an approved seasonal sump pump variance in place.

The variance period runs October 15–March 15 and must be renewed each year. The annual cost is $125, which includes a $25 application fee. Apply online (www.watertownsd.us/variance) or by phone at (605) 882-6244.

If the City does not have an inspection record for your sump pump, an inspection is required before approval. Once approved, the Finance Office will send a bill for the $125 fee, due within 30 days.

Discharging clear water into the sanitary sewer without a variance is a Class 2 Misdemeanor, which may include fines up to $500 and up to 30 days in jail. Each day of non-compliance is considered a separate offense. Excess clear water also increases treatment costs and can lead to sewer backups.

Cold-Weather Tips

  • Residents are encouraged to delay connecting to the sanitary sewer as long as possible.
  • Lay your discharge hose on a slope—such as a board or snow drift—to help it drain during freezing weather and extend the amount of time you can safely discharge outside.
  • If you do need to connect, remember: a variance is required.
