[ARCHIVED] City Reviewing Rules for E-Bike and Scooter Use

The Watertown Police Department is currently evaluating the growing use of electric bicycles and electric scooters within the city. Due to the rapid rise in popularity of these devices for both recreation and transportation, this issue has become a priority for our department.

In recent months, we have received several complaints and concerns from residents regarding the operation of e-bikes and scooters, particularly related to speed, sidewalk use, and interactions with pedestrians and vehicles. These concerns highlight the need to take a closer look at how and where these devices are being used in our community.

We recognize the benefits of electric mobility, but we also have a responsibility to ensure public safety for all roadway and pathway users. As part of our evaluation, we are reviewing current state law, analyzing similar ordinances in other communities, and working with other city departments to develop a clear and balanced approach.

Based on this review, we anticipate working with the City Council to draft a local ordinance that defines appropriate operation zones, speed restrictions, and safety requirements for electric bikes and scooters. Our goal is to strike a fair balance between accessibility and regulation to prevent injuries, reduce conflict, and maintain safe, shared public spaces.

We appreciate the public’s cooperation and input as we work toward a policy that prioritizes both safety and responsible use.
